Based on the findings of the Preliminary Flood Risk Assessment (PFRA) (first stage of FD implementation) and achievement of the Flood Hazard and Risk Maps (FHRMs; second stage), the Flood Risk Management Plans (FRMPs) are considered the chief instrument of FD implementation and will be developed in the third Flood Risk Management Plans.48 The FRMPs have as their main objective the reduction of flood risk, and they consider (at national level) structural and non-structural measures for four areas of action (prevention, protection, preparedness, and recovery, and review) and three categories, depending on the level of application (measures at national level, measures at basin level - Unit of Management and local area-level measures – APSFR). Romania's Long-Term Strategy for Reducing Greenhouse Gas Emissions Implementing act The Ministry of the Environment, Waters and Forests makes available to the public the first version of the Strategy for obtaining environmental approval. The Strategy was developed in accordance with Annex IV of Regulation (EU) 2018/1999. The 2021-2030 Integrated National Energy and Climate Plan Implementing act Integrated National Energy and Climate Plan 2021–2030, approved by the Romanian government on October 4, 2021, is a 10-year plan that sets out how to reach national targets for a clean energy transition, including the binding national target for reducing greenhouse gas emissions that are not covered by the EU Emissions Trading System. In order to guarantee the achievement of the objectives set by the European Union regarding energy and climate at the level of 2030, each member state was obliged to submit to the European Commission a Project of the Integrated National Plan in the field of Energy and Climate Change (PNIESC) for the period 2021-2030, until on the 31 of December 2018. PNIESC projects set national objectives and contributions to the achievement of EU climate change objectives. The main elements taken into account in the strategic approach of the Plan were the following: - The holistic approach to energy, economy, environment and climate change should take place in close correlation with the economic reality of the Member States, so that the internal macroeconomic and social balance is not affected; - The restructuring of the market framework, in the context of the costs induced by the transition and the capacity of the Member States to support these costs, in terms of accessibility and competitiveness; - Economic growth and income per household (on the horizon of 2030); - Reducing energy poverty. The National Medium- and Long-Term Flood Risk Management Strategy Implementing act The National Medium- and Long-Term Flood Risk Management Strategy defines the framework for a coordinated, cross-sectoral orientation of all actions to prevent and reduce the negative consequences of floods, aiming at an integrated management of water and adjacent resources (e.g. land use planning and urban development, nature protection, and agricultural and forestry development). The implementation period of the strategy is 2010 – 2035, providing for the allocation of a budget of about €17 billion. The NFRMS sets out the measures needed to be implemented to reduce the flood risks associated, including elaboration of the Flood Hazard and Risk Maps (FHRMs) and of the Flood Risk Management Plans. Romania is finalizing of the FHRMs and FRMPs for the second cycle of FD implementation. The flood hazard maps bring improvements with regards to sources, mechanisms and characteristics of floods to be addressed and the flood risk maps brings improvements related to the method of risk assessment, so in the second cycle, the risk will be evaluated quantitatively. The new Programs of Measures (PoMs), part of the FRMPs, will be justified by a comprehensive analysis (including multi-criteria analysis and cost-benefit analysis) and will support the integrated flood risk management.
